Criteria for evaluation:
- Academic opinion.
Cumulative assessment based on three-year data that includes the opinions of internationally renowned professors, faculty and senior university leaders. The respondents single out the best universities related to their scientific field and the best universities among those with which they are "familiar". Experts from different countries take part in the survey; they name no more than thirty educational institutions (moreover, the one in which they work cannot be named). The survey was conducted in areas such as: social sciences, humanities and arts, life sciences, engineering sciences and technology. - Employers.
The opinions of large companies with more than a hundred employees from all areas are taken into account. The answer is given by directors, managers and people interacting with hired graduates directly specialists. - Students and teachers.
The quantitative attitude of students to teachers is invariably taken into account. Part-time and part-time students are counted as one in three in conversion. By the way, this is one of the few criteria by which the most prestigious universities in Russia win. - Citation.
The citation index is a criterion known to every person connected with science. In this case, it includes the number of citations from the published works of teachers and researchers who have worked at the university for at least six months. Data for the last five years are taken into account. Information is taken from the international database Scopus. - Foreign citizens.
The number of foreign citizens among teachers and students reflects the degree of attractiveness of the university in the world. Exchange students are not counted.
The significance of the above criteria relative to each other is reflected in the following ratio: 40-10-20-20-5-5.
Conclusion
It can be seen from the table above that the best universities in Russia either do not make it into the ranking at all, or find themselves in rather distant positions. With technical universities, the situation is not so bad, since MIPT, MEPhI, and the Bauman University have ended up in decent places, while with medical and legal ones everything is somewhat worse. The first hundred of the ranking of the best universities in Russia in 2018 included only Moscow State University, which still acts as both a symbol and the main focus of education in our country.
The main problem that makes it difficult to get into international rankings is the average low citation index, which is due to the closed nature of many studies, complex ties between the academy of sciences and universities, as well as the rather low prevalence of fluency in English.
