The Rosgosstrakh Center for Strategic Research annually publishes a list of Russian cities with the highest living standards. The rating is based on the results of a survey of residents from 35 largest cities in Russia. The respondents rate the quality of the housing stock, medical care, transport, education, roads and even the qualifications of local authorities.
Top 10 municipalities led by rating of the best cities in Russia, we bring to your attention. It is noteworthy that 81% of respondents call their cities comfortable for life.
10. Tomsk
88% of respondents are satisfied with the standard of living in the city. Tomsk is known as the oldest scientific, educational and innovation center in Siberia. The city has a rich cultural heritage - there are many monuments of wooden architecture and stone architecture of the 16-19 centuries.
9. Voronezh
89% of respondents are satisfied with life in Voronezh. The city has a rich history and is located in an area with a temperate climate typical of central Russia. Voronezh is a large center of the food, chemical and radio-electronic industries.
8. St. Petersburg
90% of Petersburgers are satisfied with their city. The northern capital is the largest cultural center of the country, in addition, industrial production is developed in the city, there are excellent educational opportunities, high quality health services.
7. Penza

3. Orenburg
94% of the surveyed residents of the South Ural city are satisfied with life in it. Orenburg is an important center of the gas industry, mechanical engineering, and the chemical industry. 94% of residents are satisfied with the standard of living.
2. Kazan
96% of the residents of the capital of Tatarstan are satisfied with the standard of living in the city. Kazan is a large economic, scientific, educational and cultural center. Thanks to its well-developed infrastructure, the city often hosts international sports competitions - the World Fencing Championship, the World Universiade and the European Weightlifting Championship. In 2017 Kazan took the leadrating of Russian cities in terms of quality of life.
1. Tyumen
For the third year in a row, Tyumen is in the lead.98% of respondents are satisfied with life in the city. The city is a large industrial and transport center. The concentration of oil and gas industry enterprises in the city led to the development of research institutes and specialized educational institutions.
