The complete list in the form of a table includes all the major political players of the Russian Federation in the field of the governorship - from the leaders to the outsiders who have found themselves in their place. In total, the list includes 85 heads of regions, federal cities and autonomous okrugs.
They were located in their places according to the opinion of the expert community, and, according to the National Rating itself, this year the expert opinion was expressed by a variety of people - from savvy political scientists to original thinkers. As the creators of the rating say, this will help bring the results closer to the perception of governors by ordinary people - almost like you and me.

In general, the opinion of the experts is disappointing. The coming year promises to be traditionally difficult for the Russian Federation - oil prices, as usual, are falling, the economy is in no hurry to return from offshore meadows where the grass is greener, plus the sanctions complicate the situation. The resource-based state has less and less resources, so the governors, like mere mortals, will have to somehow get out. They have more and more responsibilities, but less and less opportunities. 10. Beglov Alexander
Subordinate territory: St. Petersburg
The ruler of St. Petersburg opens the top ten national ranking of governors at the end of 2018. After the resignation of Poltavchenko (eleventh position in last year's ranking), fortune finally smiled at Beglov. His political career is literally a series of unfulfilled hopes - at first, the manager was expected to become the mayor of Moscow, but then Sobyanin appeared on the political horizon, and Beglov had to step aside.
Then there was a chance for the place of the mayor of St. Petersburg, but the advent of Poltavchenko destroyed this hope.And only after the end of the reign of Poltavchenko, who was remembered by the residents of St. Petersburg except for his inactivity (and the traditional corruption scandals during the construction of a new stadium), Beglov got a chance.
However, the residents of St. Petersburg are cool about the new governor. One of Putin's appointees left, and a new one came. Perhaps Beglov will be able to destroy this stigma - who knows?
9. Nosov Sergey
Subordinate territory: Magadan Region
Another governor, who received his governorship thanks to personnel reshuffles in May 2018.Then Sergei was appointed by the highest decree to the position of acting governor. Sergei is no stranger to political life; he has long been a devoted member of the United Russia party, and has made Nizhny Tagil (whose town-forming enterprise he literally almost saved from closure) to 11th place among the most dynamically developing cities in Russia. And five years later, grateful residents of Tagil re-elected him with an overwhelming majority of votes - 90%.
After more than three months, the regional regional executive office Sergey was able to establish himself positively and won the open elections with 80% of the votes (the turnout was, however, less than half of all voters). In the meantime, Nosov is trying to establish contact with the population. Even recently I played Santa Claus, fulfilling the cherished desires of two young residents of the region.
8. Drozdenko Alexander
Subordinate territory: Leningrad region
The past year turned out to be quite good from the point of view of the region's residents - the governor's team has clearly set a course for improving the living conditions of the population. This is evidenced by the increased investment attractiveness of the region and the many launched programs to develop the labor market. For example, advanced training, retraining, as well as, which is in line with the latest trends in demography - work with pensioners and people of pre-retirement age.
The Leningrad Region also showed the best results in Russia in terms of the transition from paper to digital media. In general, this concept - digitalization - is much more capacious than just the introduction of modern technologies into accounting and management. This includes the transfer of trading online, and work remotely through computer services, and much more. The results of the Leningrad region are so good here that Drozdenko was even appointed the head of the project for the implementation of this technique throughout Russia.
However, Drozdenko's governorship is overshadowed by attempts to dig under it under the original "sauce". Now Moscow evaluates the effectiveness of managers not by how well they develop the region or how they manage to build relationships with those in power, but by the number and quality of protests. True, judging by the fact that Alexander was solemnly introduced to the very top - the Supreme Council - of the United Russia party in December of this year, these attempts rather failed.
7. Artyukhov Dmitry
Subordinate territory: Autonomous Okrug Yamalo-Nenetsky
From young to early - these words can be applied to Dmitry in the literal sense of the word. He was barely 30 years old, and he is already the governor. Like Moor, the governor of the Tyumen region, who ranks second in the ranking, Artyukhov has long been noticed and even included in the managerial personnel reserve. Still, with such and such a dad - Dmitry's father is the head of the United Russia faction in the Tyumen region. And then the long-awaited moment presented itself - during the May reshuffle, Artyukhov Jr. became interim acting, and in September he was officially elected to the governor's office. True, by secret bureaucratic voting.
The young governor's plans are traditional - in the first place "sustainable economic development", then the expansion of the transport network (which is vitally necessary for mining and oil and gas companies in the region), also improving living conditions for the local population and preserving the culture, traditions and ecology of the region. Let's see how Dmitry succeeds in this next year, as well as - what is important - how well he can maneuver between the power groups represented in the region.
6. Kadyrov Ramzan
Subordinate territory: republic of chechnya
Chechnya still remains a kind of state within a state, with its own laws, principles of development and, of course, a peculiar way of life for the local population. For a number of experts and politicians interviewed, this fact (in addition to numerous subsidies from the budget) is beginning to irritate. It is known that several influential security officials in the presidential administration “cannot stomach” Kadyrov. However, Vladimir Vladimirovich, for his own reasons, keeps Kadyrov in power, and over the past year his position in the power vertical of the Russian Federation has only improved - he has risen two positions up in the rating.
The Chechens themselves are at the same time proud of their president (well, who else can lift a hundred-kilogram barbell 18 times in honor of the presidential elections in Russia?), And complain about him among themselves. The position of the region from the point of view of the population leaves much to be desired - the unemployment rate in it is still high, and the population lives very poor. Kadyrov's ability to resolve disputes with neighbors is also not up to the mark - in the recent conflict with Ingushetia, he pushed it from a position of strength, which, possibly, will cause new exacerbations in the future.
5. Vasiliev Vladimir
Subordinate territory: The Republic of Dagestan
Vladimir became the head of one of the most difficult to manage regions of the Russian Federation quite recently, just three months ago. However, he is already highly regarded in the political firmament - before the election, he ruled the republic for almost a year as an interim governor. He managed to maintain neutrality among the local power elites, not openly adhering to any group. Undoubtedly, this helps him in resolving conflicts that constantly arise between ethnic and religious groups in the region.
The Dagestanis highly appreciated the ability of their new leader to get help out of Moscow. The region recently received a large subsidy. Its chances for economic development have increased in connection with the construction of a new naval base in Makhachkala, where it is planned to relocate all warships currently in the Astrakhan region. Also, with the emergence of Vasiliev on the governor's throne, orders for the supply of equipment to large oil and gas companies of the country fell on the region.
4. Minnikhanov Rustam
Subordinate territory: Republic of Tatarstan
Compared to last year, Rustam's social and political situation has improved. It rose four places in the ranking, from 8 to 4. The clearly unpleasant situation regarding bilingualism in educational institutions of Tatarstan lost its acuteness, and a superbly well-run football championship added to Minnikhanov's popularity. Not that he suffered from her absence - the population of Tatarstan respects Rustam for his ability to maintain the status of a kind of “state within a state”, the title “president” and some pleasant inconsistencies between regional laws and federal laws. It is unclear, however, how long this situation will last, but so far the center prefers to turn a blind eye to it. Even the recent corruption scandals, including the tragic suicide of the embezzler, the Minister of Health, have not spoiled the republic's cloudless image.
In general, Tatarstan remains stable, comfortable for the life of an ordinary person, and at the same time a rapidly developing region. Minnikhanov himself also lives well - according to recent research conducted by the Vedomosti newspaper, the total income of the governor's family is in third place among all other governor's families.
3. Dyumin Alexey
Subordinate territory: Tula region
Compared to last year's rating of Russian governors, 2018 turned out to be successful for Dyumin, and in the list he rose two positions at once.Despite the fact that the governorship came as a surprise for the career military man who had been in charge of the president's personal security for a long time, it seems to be proceeding well. True, evil tongues argue that Alexei owes the strength of his position not so much to his talents in managing the region as to his personal ties with the GDP. However, there is movement in the region - at the end of last year, the governor announced the construction of a new railway line, the trains of which will cover the distance from the capital of Russia to the capital of the Tula region in just over 50 minutes.
2. Moor Alexander
Subordinate territory: Tyumen region, the largest region of Russia
Moore became a governor very recently - at the end of May 2018, he was appointed to this position by the highest decree. It will be difficult for Alexander to surpass the previous manager, Vladimir Yakushev, he was consistently included, if not in the top three, then in the top five of the governor's ratings due to his managerial talents. However, Vladimir Vladimirovich himself, apparently, decided that he needed such a cow himself, and appointed his Tyumen namesake minister of construction and utilities.
However, Moor did not just appear out of thin air - his career is closely connected with the Tyumen power structures, he knows the political and administrative life of the region from the inside. For a long time, he was in the reserve of management personnel, which are in charge of the GDP itself. And, as Moor himself has said more than once, in a new place he continues Yakushev's policy - a priority on the quality of life, high technologies and, which is pleasant for ordinary Russians inhabiting the region, high salaries.

1. Sobyanin Sergey

Surprisingly, it is a fact - despite the often expressed dissatisfaction with the work of public utilities and the slogans "Reindeer herder - back to the tundra!" Moreover, as in 2013, Sobyanin went not as a representative of you-know-which party, but as a self-nominated candidate. True, the rosy picture of national unity is slightly spoiled by the turnout results - 2/3 of Muscovites ignored the elections.
Perhaps the opinion of Muscovites about the management methods of the Siberian changed for the better when Sobyanin managed to relieve the traffic flows of the city to some extent - last year, observers triumphantly excluded the city from the top ten "most traffic jams" in which Moscow has been steadily staying in recent years. However, in the opinion of Muscovites, one should not even think about Sobyanin's political prospects and possible presidency. Only 1% of the respondents are going to support him as a possible candidate for the head of All Russia.
